Possibly the Remington Model 700 XCR (Xtreme Conditions Rifle). It comes in a wide variety of calibers and lists for around 1000 bucks. You can find one though for around 850 if ya do a little shopping around.
I can't speak for the durability of this particular model from a personal standpoint, but I can attest to the accuracy and dependability of the Remington model 700.
i can tell you one thing. when i was stationed at FT.Wainwright we were not alowwed to use oil on your weppons to keep them from freezing, so no matter what you buy, when your going out in sub zero temps, keep your gun as dry as possible and use as little oil as possible.
