I'm pretty sure that they'll be back on him next year, he may have had them broken off in a fight. Unless his genetics and nutrition gave him an abnormality.
If he grew them and they broke off then they will grow back next year,but if it doesn't even show evidence of brow tines then it will probably never have them.
