Yes it's a great Caliber, excellent choice for Small to Medium game animals.

17 hmr

Foxes yes. Coyotes no. Bullet breaks up on the ribs. Causes a nasty shallow wound. Read a field report when the cartridge was first introduced. .22 caliber centerfire for the coyotes. .22 mag HP's for the fox's medicine.

I dont know,my science teacher has had good luck with his .17 w/ 17 grain v-max rounds

iv killed turtles out of the camp pond with my grandpas 17.. i could see it being a good fox gun.idk bout coyotes though. I would be a good coyote gun iv u could get a good headshot.

I agree with Joel, shooting into water is not a cool idea at all.
BUT to answer the original question YES the .17HMR is an ideal choice for foxes and coyotes.
