You do not need to bait for turkey hunting and I think it is illegal in most states. Your best bet for bagging a bird is to figure out where the birds are roosting at night, preferably the tom's. Sneek in early morning ( 1 hour before light) to about 75-100 yards of there roost, set out a hen and jake decoy and be patient for the birds to fly down. If you here a tom gobble on roost, try using a slate call and let out a few SOFT tree yelps to get his attention. Don't over call though. Let him get excited and come looking for you. Sometimes the less you call the more agitated a tom will get. Remember, toms want the hen to go to him. If a tom is not already with hens, the first thing on his mind is to find a one. Remember, be patient, sometimes it takes awhile for a tom to come in so don't over call. I can't stress this enough. I have learned over the years from many mistakes.
