In my experience, clouding most likely is moisture got under the finish. The how part needs to be identified and resolved. My dad's browning sxs had to be sent back to the factory to be refinished under warrenty due to clouding. Take a good look to see if there is any way moisture is leaking through a crack in the finish, through an end cap, butt plate, any unfinished non-sealed area, ect. Let us know what you find.

I saw a small chip in the finish but very small I rubbed it down with alcahol and it disappeared easily then I rubbed in some oil to seal it back up.

the alcohol did it,use oil instead.

Now therefore take, I pray thee, thy weapons, thy quiver and thy bow, and go out to the field, and take me some venison.
Genesis 27:3 "The thinking deer hunter should mature through three phases during his hunting life. First phase, "I need to kill a deer." Second phase, I want to harvest a nice deer. And last phase, we must manage this resource so our children and their children can experience the grand tradition of good deer hunting." - Jim Slinsky
