I think this Buck needs to be removed, he obviously has a broken/deformed right hoof or possibly a gentic defect. Either way I'd rather see him harvested than watch him struggle along and suffer.
What's really sad is, knowing that some hunters may have already passed on him and will only target him for what he will score rather than what he will taste.
