Ohio started out that way then included crossbows into archery seasons. I don't see any problems. Eventually NY will join the crowd and move them into archery season also. Maybe put more hunters into the woods, buying licenses ect!
The new law in NY is that Crossbows are legal for deer hunting during the regular gun season and muzzleloeader seasons. They cannot be used during archery season. You also need to have a safety card filled out and on you while hunting. This card is found in the NYS DEC hunting regulation guide for this year or online. Its nothing more than saying that you read the safety page and understand it.
ALWAYS check the regulations yourself though and dont just go off of what someone else said or what you read online.

Funny how states look at the mysterious crossbow. It's been legal for all archery seasons in Tennessee for several years now. Statistics I've seen show no difference in overall archery bag statewide. A couple years back, Kentucky included it for some archery seasons, and also during M/L & gun seasons. This year C/B opens Saturday in Ky (I am going) and lasts thru the early 2 day M/L season (16th). Then it reopens for gun, but closes during late archery only.
