Don't know much about Texas, except there is a lot of "for-pay" hunting that way. You might try contacting the Forest Service office or the state fish and wildlife folks.
In Tennessee we have a Wildlife Regulation book thats free at all stores that sell outdoor stuff.. In this mag it has a listing of public land to hunt.. I would bet Texas as something similar to that..
