Draw length is only a critical measure on Compound bows it isn't such an issue with a recurve bow.
a general rule for a Recurve Bow is, (with regard to draw length)
a person with a draw length of 28 inches or less should use a recurve bow that is less than 66 inches in length,
a person with a draw length Greater than 28 inches should use a 66 inch or longer bow.
