I'm no expert on the issue but what I'd like to say about the subject is that, A lot of hunters are setting up food plots in locations that don't need them, in places where there's already good food sources with an abundance of food, Area's that already produce Healthy, Trophy Deer... SO that makes me think their only intentions are to lure Deer in for shooting BUT it isn't illegal and they don't have fences trapping the deer in those areas... SO a little extra feed never hurts the herd I guess.
