As long as the owners aren't saying "no", then you're free to advance the purpose of the site as the Moderators best see fit. I moderate an audio forum, and know the challenges of growth. Getting the word out there is the best way, and I know that Google can be used to raise keywords higher in a search priority such as "deer hunting". Seriously though, your hardest issue is relevance: how many other forums out there have hunting sub-forums? What makes yours better? How can you increase traffic: contests, advertising, word-of-mouth, cross-link a banner to other related forums? What niche do you fulfill?
