sounds like your best bet is to take a garden rake to scratch the ground, throw down a few pounds of 10 10 10, come back a week later scratch the ground again and seed the mess out of it with rye. Rye is poor nutritional value but deer eat the stew out of it. Annual rye is affordable so over seeding (even by 5x recommended) is not costly. Also, it will grow where many other forage plots won't. Avoid perennial rye I think it is 40-45 a bag around here.
