IMHO if it is private property there is very little you can do about the arraingement. It could be that ODNR is manageing for other uses than hunting. If there are other recreational uses like horse back, ATV, hiking, wildlife veiwing or whatever it could justify their involvement.
If it's something you want to really check into I would contact the dept directly and get there response. There are probably public meetings where they get input about policies you could attend. Get involved and if there is a good ole boy tit for tat going on then take it to your state congressman. It's amazing what the guys that pull the purse strings can do.
