Precisely, if the state of NH is going to reclassify hollow points as full metal jacketed bullets then they need to be much more concise in their hunting manuals. the whole sporting arms world as well as reloaders would balk at such a misidentification of bullet varieties. a hollow point and soft point bullet is designed to expand rapidly (explode in essence) on impact of the target causing the bullet to expend most of its kinetic energy into hydrostatic shock. whereas a full metal jacketed bullet is designed to penetrate multiple targets causing minimal damage and to retain a higher percentage of its original mass.

game laws can be complicated enough without manipulating terms and identifications. I think sometimes they do it deliberately.
