HM If it were in TN I would say Winter wheat is your best bet. I would imagine that PA would be good for it as well. It is fairly inexpensive at $12 a 50lb bag and 1 or 2 bags per acre will provide a lot of forage. Crimson clover is also inexpensive it's less than a dollar a pound and 5lb over seeded with the wheat will do an acre and will provide the wheat some nitrogen when it gets up a little.

I am going to keep an eye out for a tiller I think that would be the way to go.
