RE: I think you're too locked in to one way of seieng it. It would be very easy to make the argument that corruption and cronyism have a great deal to do with it, not in terms of possible options, but in terms of how the choices and priorities have been determined. Have you ever explored the extent to which GS employees and alumni are dispersed throughout the government and all of its policy and regulatory functions? It's both astounding and effective. I'm one of the original Polly-Annas, but have come to see that we are far, far off the course of traditional values of service, etc that used to dominate government.
